The State Coordinator and Special Adviser to the Rivers State Governor on NEPAD, Dr. Tex Wariboko, was interviewed at Garden City Radio 96.2 FM, ahead of Human Rights Day. During the interview, Dr. Wariboko talked about the role NEPAD is playing to protect human rights in Rivers State.

The NEPAD Rivers State boss also talked about NEPAD's role in the socio-economic development of the African continent, the impact NEPAD has made so far in Rivers State, and what the NEPAD Rivers State office hopes to achieve within the next two years.

The interview was conducted on Friday the 9th of December, the day before Human Rights Day, which was marked on Saturday the 10th of December, 2011. Dr. Wariboko used the oppoertunity to remind the people of the State to know their rights, demand their rights and protect their rights.

 

The NEPAD Rivers State Coordinator, Dr. Tex Wariboko, spoke to the Chairmen of the twenty-three (23) Local Government Areas of Rivers State, during the meeting of the Association of Local Governments of Nigeria (ALGON), Rivers State, on Thursday the 10th of November, 2011.

Dr. Wariboko updated them on NEPAD activities in the State, assuring them that the office will ensure that the NEPAD National Programme of Action (NPoA) is implemented in every Local Government Area in Rivers State.

In his speech, Dr. Wariboko stated: "We recognize the fact that, for NEPAD to make any tangible impact in the lives of the people of Rivers State, our presence must be felt in all of the twenty-three (23) Local Government Areas of the State."

He added that, in order to ensure that NEPAD developmental programmes and projects are effectively carried out in the LGAs, the Chairmen need to appoint Local Government Liaison Officers to join hands with the NEPAD Rivers State Office in building strong partnerships with the various Local Government Councils and the grassroots.

 

NEPAD Rivers State, in collaboration with the Rivers State Chapter of the Nigerian Society of Engineers (NSE), organized a sensitization workshop on Information & Communications Technology (ICT), at Teelon International Schools, Onne, Port Harcourt, bringing the total number of visited schools to nine.

The pupils and students of the school actively participated in an interactive session with the ICT Officer of NEPAD Rivers State, Mr. Ashford Etela, who shared with them the the importance, benefits and relevance of ICT in various fields of human endeavour. Also present were Mr. Frederick Dagogo (NEPAD) and Engr. Otunte Otueneh (NSE).

Mrs. George, the proprietress of Teelon International Schools, expressed her delight with the sensitization workshop, explaining to the team that the school recognizes the importance of ICT and have already started introducing the children to the world of computer applications.

Since May 2010, NEPAD Rivers State, the Nigerian Society of Engineers (Rivers State Chapter) and the Internet Society (ISOC) of Nigeria, in a collaborative project tagged "ICT 4 All", have been organizing ICT Workshops in primary and secondary schools across the State.

The New Partnership for Africa's Development (NEPAD) received an award as the "Best Inter-Governmental Organization for the Promotion of Credible Election in Nigeria".

The award was confered by Nigeria Vote-Count Campaigners (NVCC), an INEC accredited observation group, on Wednesday the 1st of June, 2011.

President of the NVCC, Comrade Emmanuel Nkweke, stated that the award is in appreciation of NEPAD's dedicated and effective voters' education and awareness programme conducted before the April 2011 General Elections in Nigeria.

Also present were Amb. Millicent Jack (the Secretary, NVCC); Mrs. Ngozi Ahiakwo (Treasurer, NVCC); Rev. Willy Ido (NVCC Rivers State Coordinator); Mrs. Patience Igbanibo (member, NVCC); Mr. Jonathan Uche (member, NVCC), as well as various media houses.

You would recall that NEPAD Rivers State organized a massive street campaign in January to encourage the people of the State to make sure they register in order to be eligible to participate in the 2011 General Elections.

 

The New Partnership for Africa's Development organized an ICT Awareness Workshop at Model Junior Secondary School, GRA Phase 1, Port Harcourt.

During the workshop, which was themed "ICT & U", students and staff of the school had an interactive session with the ICT Officer of NEPAD Rivers State, Mr. Ashford Etela, who talked to them about the impact of ICT in various fields of human endeavour, as well as the importance of acquiring ICT knowledge and skills in the 21st century.

One of the students, Master Goodluck Friday, expressed happiness with the workshop but added that the school needs computers in order for them to acquire any of the ICT skills and knowledge that were discussed. After the workshop there was a brief Question & Answer Session in which students won prizes.

Since May 2010, NEPAD Rivers State, in partnership with the Nigerian Society of Engineers (NSE) and the Internet Society (ISOC) of Nigeria, has been organizing ICT seminars and workshops across the State, in a project tagged "ICT 4 All".

 

 

The students of Government Girls' Secondary School, Rumuokwuta, Port Harcourt, participated in an ICT Sensitization Workshop organized by NEPAD Rivers State, on Thursday the 3rd of March, 2011.

The workshop, tagged "ICT & U", is the seventh of a series of ICT workshops organized by NEPAD Rivers State for primary and secondary schools to create awareness about the importance, relevance and impact of Information and Communications Technology in today's world.

In order to avail the students the opportunity to improve their ICT skills and knowledge, a NEPAD ICT Club was formed in the school after a brief interactive lecture by the ICT Officers of NEPAD Rivers State, Mr. Ashford Etela and Mr. Frederick Dagogo. Mr. Mene, a teacher at the school, was appointed as the NEPAD ICT Club Coordinator.

The Local Government Liaison Officers (LGLOs) of NEPAD Rivers State had a crucial meeting with the Special Assistant to the Governor/State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko.

The LGLOs, who were appointed in August 2009 to build strong partnerships with the Local Government Councils and the grassroots and to ensure that the NEPAD Action Plans are effectively carried out all over the State, gave a report on NEPAD activities implemented in each of the Local Government Councils, They also utilized the opportunity to outline the challenges faced in their various Local Government Areas.

Dr. Wariboko briefed the LGLOs on NEPAD goals for 2011 and 2012, encouraging them to persevere in pursuance of the NEPAD mandate, so that the grassroots can benefitfrom the implementation of the NEPAD Action Plans in the various communities all over the State.

 

The State Coordinator/Special Assistant to the Rivers State Governor on NEPAD, Dr. Tex Wariboko, held a meeting with all Focal Point Officers (FPOs) in the various Ministries, Departments and Agencies in Rivers State.

During the meeting, Dr. Wariboko briefed the FPOs on how NEPAD has fared in Rivers State since its presence had been established. He also outlined organizational goals for 2011 and 2012 in all the sectoral priority areas, and explained the roles that the FPOs have to play.

On their part, the FPOs gave suggestions and advice on the implementation of programmes and projects outlined for 2011 and 2012, so as to avoid pitfalls that have hampered the progress of earlier attempts by others to achieve the outlined goals.

It would be recalled that FPOs were appointed from all the Ministries, Departments and Agencies (MDAs) in April 2009, in order to foster easy collaboration between NEPAD and the various MDAs in the implementation of the NEPAD National Programme of Action (NPoA) in the State.

 

The Youth Desk of NEPAD Rivers State successfully organized a massive campaign in Port Harcourt to encourage people of the State to ensure they register for the upcoming general elections.

The project, tagged "NEPAD 'Register 2 Vote' Street Campaign", featured members of the Rivers State NEPAD Youth Club, as well as staff of NEPAD Rivers State, who took to the streets of Port Harcourt to deliver an urgent message to Port Harcourt residents to secure their voting rights in the coming elections by making sure they register before the deadline.

The team stopped briefly at selected places which included Mile 1 Market (in Diobu) and New Layout Market (in Port Harcourt Town), where flyers [containing both the core message of the campaign project and the official INEC timetable] were distributed, and questions were answered about the registration process.

In response to complaints by the people about challenges they face during the registration exercise, the NEPAD Rivers State Coordinator, Dr. Tex Wariboko, who was at the campaign, explained that we should not allow these challenges to discourage us or prevent us from making sure we register. He reminded everyone that it is our civic duty and responsibility to vote for credible leaders who will make things better for us all, but we will not be able to vote if we do not register. He also commended the Rivers State Government for declaring Wednesday the 26th of January 2011 a work-free day to provide adequate time for workers in the State to register.

Members of the Rivers State NEPAD Youth Club expressed gladness to be part of the Street Campaign, indicating that it is an opportunity for them to contribute towards nation building, starting from the grassroots.

Port Harcourt, the Rivers State capital, was agog as the people of the State came out in their thousands for the heritage floats parade marking the fifth day of the 2010 edition of the State carnival, tagged CARNIRIV 2010.

Men and women, as well as youths, decked in various colourful costumes and attires, waltzed and danced gleefully to rhythmic combination of vocal and instrumental melodies all through the parade.

A long convoy of beautifully decorated trucks bearing hundreds of cultural dancers and displays were part of the heritage display that started from the State School of Arts and Science in the Rumuola axis of the Port Harcourt-Aba Expressway. The NEPAD Rivers State Office was also represented at the festival. Colourful masquerades of different shapes and forms from various communities in the state were also in attendance.

As early as 7 a.m., the participating cultural groups drawn from the 23 Local Government Areas of the State, started gathering at the take-off point and either walked or drove in the convoy that took off at about 10 a.m.

The spectacular display of the rich cultural heritage of the Rivers people, which lasted several hours, also featured acrobatic acts by some youth groups and cyclists.

The Governor of Rivers State, Rt. Hon. Chibuike Amaechi, who was in Benin City, Edo State, earlier in the day for the burial of Governor Adams Oshiomhole’s wife, Clara, joined the parade at the Station Roundabout.

 

The State Coordinator and Special Assistant to the Rivers State Governor on NEPAD, Dr. Tex Wariboko, was represented at the Official Send-forth of the beneficiaries of the Overseas Technical Skills Training Programme organized by the Rivers State Sustainable Development Agency (RSSDA) in collaboration with the United Nations Institute for Training and Research (UNITAR). The send-forth programme was held at the RSSDA premises, No. 1 Igbodo Street, Old GRA, Port Harcourt.

The 80 beneficiaries of the programme were selected from 1,951 candidates who were shortlisted from over 10,000 applicants, and will be trained in Norway in various skills including automation, instrumentation, welding and drilling.

The Executive Director of RSSDA, Dr. Noble Pepple, congratulated the beneficiaries, advising them to study hard and expressing hope that they would all return well equipped with skills to empower them and enable them to not only compete for good jobs, but also to create jobs.

The head of the UNITAR Port Harcourt Project Office (PHPO), Dr. Larry Boms, informed the beneficiaries that arrangements have been made to receive them in Norway. In addition, the Executive Assistant to the NEPAD Rivers State Coordinator, Christiana Bobo-Jama, who represented Dr. Wariboko, commended RSSDA and UNITAR for providing the opportunity for Rivers State youths to benefit from the programme, and congratulated the beneficiaries, urging them to make the people of Rivers State proud.

 

 

The NEPAD Rivers State Office has organized another sensitization workshop on Information & Communications Technology (ICT). The workshop was held at Methodist Girls' High School (MGHS), Harbour Road, Port Harcourt.

The students of the school participated in an interactive tutorial session where they learned about the impact of ICT in various fields of human endeavour, and the importance of acquiring ICT skills. The lecture was delivered by the ICT Officer of NEPAD Rivers State, Mr. Ashford Etela.

After a Question & Answer Session, Mr. Frederick Dagogo, the ICT Officer II of NEPAD Rivers State, announced the creation of the MGHS Chapter of NEPAD ICT Club.

Since May 2010, NEPAD Rivers State has been organizing ICT Workshops in secondary schools across the State, recognizing the importance of ICT in the development of human resources in Rivers State.

The Rivers State Office of the New Partnership for Africa's Development (NEPAD) successfully organized an ICT Sensitization Workshop at Community Secondary School (CSS), Amadi-Ama, Port Harcourt. The workshop is the fifth of a series of seminars tagged "ICT & U", which was designed to improve ICT awarenees among students of primary and secondary schools across the State.

During the seminar, the ICT Officer II of NEPAD Rivers State, Mr. Frederick Dagogo, lectured the students and some of the staff of the school on the importance and relevance of ICT in today's world, and why they need to acquire ICT skills.

There was an interactive Question & Answer session, after which the NEPAD team formed an ICT Club in the school in order to facilitate subsequent impartation of ICT skills to the students of the school. Mr. Daka, a teacher at CSS Amadi-Ama, was appointed as the NEPAD ICT Club Coordinator.

 

Rivers State emerged the winner of two prestigious awards at the recently concluded NEPAD-Africa Trade Fair of Indigenous Products and Services, which held from the 23rd to the 30th of October, 2010.

The Trade Fair also included a Business and Investment Forum, which held on the 26th and 27th of September, 2010, at Transcorp Hilton Hotel, Abuja. The Forum featured round-table discussions amongst dignitaries from all over the continent. The first roundtable discussion, themed "FOREIGN DIRECT INVESTMENT INTO AFRICA – PARTNERSHIP AND PROSPECTS", was chaired by Chief Olusegun Obasanjo. The second roundtable discussion, themed "TRADE AS A TOOL FOR REGIONAL INTEGRATION IN AFRICA", was chaired by Alhaji Bamanga Tukur, having as panelists, Mr. John Kuffour, Former President of Ghana, who was the lead speaker; Hon. Michael C. Bimha, Deputy Minister of Industry and Commerce, Democratic Republic of Zimbabwe; Hon. Chiedu Godswill Eluemunoh, represented by Mr Kehinde Odebunmi; The Governor of Lagos State, Mr Babatunde Raji Fashola, represented by the Honourable Commissioner of Commerce and Industry, Prince Adeniyi Oyemade; and Mallam Abba Kyari, Former MD/CEO, United Bank for Africa Plc.

During the Awards Night which held on Saturday the 30th of October, 2010, at Transcorp Hilton Hotel, Abuja, Rivers State won the awards for Best Exhibition Stand as well as Best Supporting State Government.The awards were received on behalf of Rivers State by the NEPAD Rivers State Coordinator, Dr. Tex Wariboko.

 

The NEPAD-Africa Trade Fair of Indigenous Products and Services, which held at Eagle Square, Abuja, from the 23rd to the 30th of October, 2010, was completed successfully. The Fair officially commenced after it was declared open by the Vice President of the Federal Republic of Nigeria, Arch. Namadi Sambo, on Monday the 25th of October, 2010.

The Trade Fair featured a six-day exhibition of various products and services from all over the African continent. Several African countries were present, including Benin Republic, Gambia, Niger Republic, Senegal and South Africa. Various States of the Federation were also represented at the Fair.

The Trade Fair was officially delcared closed on Saturday the 30th of October, 2010, by the Secretary to the Government of the Federation (SGF), Mahmud Yayale Ahmed. The SGF called on African leaders to strive and sustain the noble idea of New Partnership for Africa's Development (NEPAD) African trade fair on indigenous products and services, because of its relevance to the quest for socio-economic progress of the continent. The Trade Fair ended with an Awards & Gala Night at Transcorp Hilton Hotel, Abuja, by 7:00 pm, during which awards were presented. Rivers State was presented with two awards, for Best Exhibition Stand, and for Best Supporting State Government.

NEPAD Rivers State successfully organized an ICT Workshop at Enitonna High School, Borokiri, Port Harcourt. The workshop is the fourth of a series of seminars tagged "ICT & U", which was designed to improve ICT awarenees among students of primary and secondary schools across the State.

During the seminar, the students were given a lecture by the ICT Officer of NEPAD Rivers State, Mr. Ashford Etela, who spoke to the SS2 and SS3 students and some of the staff of the school on the relevance and impact of ICT in today's world, and why they need to improve their ICT skills with every opportunity at their disposal. There was also an interactive Question & Answer session, followed by the formation of a NEPAD ICT Club in the school.

ICT-4-All, an initiative by NEPAD Rivers State, in collaboration with the Nigerian Society of Engineers (NSE) and the Internet Society (Nigerian Chapter), was established in recognition of the significant developmental role and impact of Information & Communications Technology (ICT) in the global economy. The “ICT and U” project, which is part of the ICT-4-All Initiative, was conceived with the aim of creating awareness among children, students and youths on the benefits, importance and relevance of ICT in various fields of study, as they begin to choose their careers.

 

The Rivers State Office of the New Partnership for Africa's Development (NEPAD) recently participated in a one-week-long Youth Leadership Workshop, which was organized by the Rivers State Youth Leadership Initiative (YLI). YLI is a brainchild of the Rivers State Ministry of Youth Development, in conjunction with two non-governmental organizations: the Development and Leadership Institute (DLI), and Pamela D. Moore and Associates.

The Workshop, which was tagged "Empowering Youth for a Brighter Future in a Democratic and Just Society" was held at the Rivers State NYSC Orientation Camp, Nonwa-Gbam, in Tai Local Government Area of Rivers State, from Monday the 16th to Friday the 20th of August, 2010, and involved about a hundred (100) young people from the various Local Government Areas of the State. The participating youths were trained in learning clusters on different aspects of leadership through plenary sessions, peer-to-peer learning & interaction, and simulation exercises.

The facilitation team, which was led by Rev. Pamela D. Moore, the Managing Consultant and YLI Lead Consultant (Pamela D. Moore and Associates), also included Mr. Dabesaki Mac-Ikemenjima (International Forum on African Development); Mr. Moses Dic-Isotu (Ministry of Justice); Mr. Oluwatosin Quadri (DLI); Mr. Nyema Onunwor (Associate Director/YLI Program Manager); Mrs. Doris Oluwole-Areo (DLI); Mr. Andy Ogbuigwe (Accord for Community Development) Mr. Tade Adekoya (Man O’ War Citizenship and Leadership Training Centre); Mr. Frederick A. Dagogo (NEPAD Rivers State); Mr. Ashford Etela (NEPAD Rivers State); Mr. Anthony Ubani (Peoples Democratic Institute); Mr. Philip Ikita (Peoples Democratic Institute); Mr.Livingstone Membere (Southernfield Development Partners); and Mr. Douglas Tamunomiebe (Southernfield Development Partners).

 

The NEPAD State Coordinators of all the 36 States of the Federation converged in Port Harcourt, Rivers State, for a two-day conference and stakeholders' forum with the Special Adviser to the President on NEPAD, Amb. Tunji Olagunju.

The Conference, which was hosted by the Rivers State Government, was held in order to examine and review the progress on the implementation of the NEPAD-APRM framework in the country, including the NEPAD Nigeria National Programme of Action (NPoA) & its domestication in the States of the Federation. The Governor of Rivers State, Rt. Hon. Chubuike Rotimi Amaechi, was represented at the occasion by the Deputy Governor, Engr. Tele Ikuru. Invited stakeholders included credible Civil Society Groups, Youth & Women Groups and Community-Based Organizations.

Also present at the occasion were Donor Agencies and Bilateral Partners, as well as NEPAD Rivers State Focal Point Officers (FPOs) and Local Government Liaison Officers (LGLOs) in the various Ministries, Departments and Agencies (MDAs) and Local Government Councils (LGCs) respectively.

An ICT Club was formed in the school after the seminar in order to ensure the impartation of ICT skills to students of the school.

 

The New Partnership for Africa's Development (NEPAD) Rivers State has held another sensitization seminar on Information and Communications Technology, tagged "ICT & U", at Baptist High School, Moore House Street, Port Harcourt . The seminar is part of an on-going ICT Awareness/Sensitization Campaign by NEPAD (in partnership with the Nigerian Society of Engineers and the Internet Society) in public schools Rivers State, the first of which held at Holy Rosary Secondary School, Port Harcourt.

During the highly interactive seminar, the students were given a brief lecture by the NEPAD ICT Officer, Mr. Ashford Etela, on the importance of acquiring ICT skills in today's world and the relevance of ICT in every profession, as well as how they can take advantage of ICT to improve their learning and study habits.

A Mathematics teacher in the school, Mr. Burobiayeofori Dagogo (Snr), was appointed by the school principal as the coordinator of the new ICT Club proposed by NEPAD's ICT Officer II, Mr. Frederick Dagogo. There was also a brief Question & Answer session with the students, during which prizes were won by students.

 

Representatives of the Youth Desk of the New Partnership for Africa's Development (NEPAD), Rivers State, paid a visit to Port Harcourt Children's Home, an orphanage in Borikiri, Port Harcourt, on Tuesday the 15th of June, 2010. During the visit, the team met with the management and children of the orphanage, spent time with them and donated provisions for the children.

It would be interesting to note that this visit took place on the day before the International Day of the African Child, which comes up on the 16th of June, 2010.

The State Coordinator of the New Partnership for Africa's Development (NEPAD) Rivers State, Dr. Tex Wariboko, was represented by Mr. Frederick Dagogo and Mr. Ashford Etela at the Graduation Ceremony of a free Skills Acquisition Programme organized by the International Centre for Population and Development Activities (CIPA).

A total of five hundred persons graduated from the programme, having acquired skills such as Bead/Hat making, Driving, Soap/Cream/Paint Production, Computer Operations, Event Management, and Catering, amongst many.

CIPA is a registered, Non- Governmental Organization aimed at complementing the Government's effort tjrough developmental projects. According to the Executive Director of CIPA, Mr. Joseph V. Yonough, CIPA has trained over three thousand people from across Nigeria in addition to the trainees who graduated from this programme.

 

A team from NEPAD Rivers State had a collaboration meeting with the Rivers State Agricultural Development Programme (ADP) during a recent advocacy visit to the ADP office in Rumuodomaya, Obio/Akpor Local Government Area, Rivers State.

The Programme Manager of ADP, Mr. Luke C. O. Nmehielie, expressed his willingness to work with NEPAD in ensuring that farmers in the State are given all the necessary support they need in order to boost the production of food in Rivers State.

 

The Rivers State Sustainable Development Agency (RSSDA) received a delegation from the office of the New Partnership for Africa's Development (NEPAD) Rivers State, led by Dr. Tex Wariboko.

During the course of the visit, the Executive Director, RSSDA, Dr. Noble Pepple, discussed with Dr. Wariboko on areas in which the two agencies can collaborate, especially in the area of Agriculture and Food Security. The two agencies agreed to join forces in order to improve the lives of the people of Rivers State. Consequently it was agreed that as joint technical committee will be established between the two agencies in order to determine specific areas in which the two agencies can collaborate (like agriculture).

The farming season for the year 2010 has been officially declared open by the Rivers State Government.

The opening of the farming season took place at Rumuodomaya Demonstration Farm, in Obio/Akpor Local Government Area, Rivers State. Among dignitaries present at the occasion were the Permanent Secretary of the State Ministry of Agriculture, Mrs. Joko Adamu; the NEPAD Rivers State Coordinator, Dr. Tex Wariboko, and the Rivers State Commissioner of Agriculture, Hon. Emmanuel Chindah. The Executive Governor of Rivers State, Rt. Hon. Chubuike Rotimi Amaechi, was represented by the Rivers State Commissioner for Housing, Hon. Stanley Uwom Marshall.

 
Stakeholders of the Community-Based Natural Resource Management Programme in the Niger-Delta (CBNRMP-ND) recently organized a mid-term review of the programme in Port Harcourt, in order to evaluate the performance of the programme. The programme is sponsored by the International Fund for Agricultural Development (IFAD), Niger Delta Development Commission (NDDC) and the Federal Government of Nigeria.

The Special Assistant to the Governor and State Coordinator of NEPAD, Dr. Tex Wariboko, was present during the review.

 

The New Partnership for Africa's Development (NEPAD) Rivers State held a sensitization seminar on Information and Communications Technology at Holy Rosary Secondary School.

The campaign, tagged "ICT & U", is part of an on-going ICT Awareness/Sensitization Campaign by NEPAD in public schools Rivers State. During the seminar, the students were given a brief lecture by the NEPAD ICT Officer, Mr. Ashford Etela, on the importance of acquiring ICT skills in today's world and the relevance of ICT in every profession, as well as how they can take advantage of ICT to improve their learning and study habits.

There was a brief interactive Question & Answer session, followed by a proposal by NEPAD to form a students' ICT Club in the school. Present at the seminar was the State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko, as well as some members of the school staff.

The Rivers State Office of the New Partnership for Africa's Development (NEPAD) carried out its first Harvesting Exercise at the NEPAD Integrated Farms in Kpite, Tai Local Government Area of Rivers State. Among dignitaries present were the Permanent Secretary of the Rivers State Ministry of Agriculture, Mrs. Joko Adamu; Dr. (Mrs) A. Tonye Ibim, the Executive Director, Agricultural Support Foundation, UNIPORT; and Mr. A. D. Ibanichuka, the State Chairman of All Farmers Association of Nigeria (AFAN), Rivers State Chapter, amongst others. The Tai Council of Chiefs also graced the occasion, led by the Gbene Mene Tua Tua of Tai Community, His Royal Highness, Chief Samuel L. A. Nnee, who was represented by Chief Mission Pinwa.

Also present were the NEPAD/KIADO trainees who attended the Agricultural Induction/Training programme in the Republic of Ireland last December. During the occasion, the NEPAD Rivers State Coordinator, Dr. Tex Wariboko, who was assisted by the Permanent Secretary of the State Ministry of Agriculture, Mrs. Joko Adamu, awarded certificates to all the trainees present.

 

The Port Harcourt Office of the International Fund for Agricultural Development (IFAD) recently received a delegation from the New Partnership for Africa's Development (NEPAD) Rivers State, which was led by the NEPAD Rivers State Coordinator, Dr. Tex Wariboko. During the visit, Dr. Wariboko expressed interest in collaborating with IFAD in the area of Agricultural Development in Rivers State.

The IFAD Project Coordinator, Mrs. Irene Ibifuro Jumbo-Ibeakuzie, welcomed the idea, expressing serious concern over the state of the Agricultural sector in Rivers State. She added that the people of the State - the Local Government Councils in particular - need to show more interest in the support of donor agencies in order to boost agricultural development in the State.

The two agencies agreed to work in partnership in the area of Agricultural Development, as well as Women & Youth Empowerment.

Mrs. Musa explained that NIMASA is working towards the registration and licensing of water vessels in the Niger Delta, with emphasis on PDSCs (Power-Driven Small Craft), like speedboats. Dr. Wariboko agreed on behalf of NEPAD Rivers State to partner with NIMASA on public enlightenment and sensitizing programmes on Water Transit Safety Regulations and the need for licensing of PDSCs. Mrs. Musa reminded everyone that the programme is to be held throughout the Niger Delta, but it will be started in Rivers State and then extended to other States. She added that emphasis will be laid on areas with high numbers of PDSCs.

The Special Assistant to the Governor and State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko, paid an advocacy visit to the office of the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Temisan Omatseye.

During the meeting that ensued, Dr. Wariboko and Dr. Omatseye held discussions on how the two organizations can synergise in the area of Youth Empowerment, and agreed that the two agencies will collaborate on the development of trainng institutions to train seafarers (under the PPP structure), the use of ex-militants in strategic Maritime Security plans, as well as capacity building for youth.

 

The Council of Chiefs of Kpite Community in Tai Local Government Area of Rivers State recently received a delegation from the New Partnership for Africa's Development (NEPAD) Rivers State.

Speaking at the Royal Palace at Kpite, the State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko, explained the mission of NEPAD in Rivers State, thanking the traditional ruler for granting the Agency the opportunity to establish an integrated farm in the community and seeking his approval as the agriculture project expands. Dr. Wariboko also informed the Council of Chiefs that the first harvesting exercise will be carried out before the end of the month.

The NEPAD team also visited the NEPAD Integrated Farm site at Kpite during the trip.

 

The NEPAD Rivers State Coordinator, Dr. Tex Wariboko, recently attended the commencement of the scientific (sampling) phase of the environmental assessment of oil contaminated sites in Ogoniland, which kicked off with a technical training session that took place at the Rivers State University for Science and Technology (RSUST) from 13-16 April 2010.

The training, which was organised by the United Nations Environmental Programme (UNEP) was aimed at developing the capacity and awareness of UNEP’s national expert team and key stakeholders implicated in UNEP’s project, on the latest tools and techniques to effectively execute the scientific phase of the project. The capacity-building programme which comprised of two days of theory, followed by a day of field simulation exercises and a written and practical test; examined critical issues such as security, UNEP’s Ogoniland investigation strategy and sampling techniques.

A total of 40 participants form a range of key stakeholder organization participated in the capacity-building programme, including representatives from: the National Oil Spill Detection and Remediation Agency (NOSDRA), Rivers State Ministry of Environment, Rivers State Ministry of Water Resources and Rural Development, Directorate of Petroleum Resources and the Nigerian National Petroleum Corporation (NNPC).

The Special Assistant to the Governor and State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko, delivered a lecture at the National Convention of the Nigerian Association of Agricultural Students (NAAS) which held in the University of Port Harcourt, at Ebitimi Banigo Hall, on Thursday the 25th of March, 2010. He spoke on "The Role of Agriculture in National Development: Need for Youths' Participation". The State Coordinator was also presented with an Award of Appreciation by the National Body of the Association.
 

The Rivers State Office of the New Partnership for Africa’s Development (NEPAD) has expressed its readiness to forge a collaborative effort with the United Nations in implementing Youth Empowerment Programmes in the State. State Coordinator and Special Assistant to the Governor on NEPAD, Dr. Tex Wariboko came out with this when he received a team from the United Nations Office for Project Services (UNOPS) who paid him a courtesy visit in his office in Port Harcourt.

Dr. Wariboko stressed that NEPAD had outlined several policies and programmes aimed at meaningfully engaging the youths.

In an address, the UNOPS Project Coordinator, Mr. Alidu Wirba, promised the willingness of the agency to partner NEPAD in actualizing Youth Empowerment Initiatives in the State. Mr. Wirba noted that it was important to positively channel the energy of the youth into productive ventures.

 

The State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko, led a team from NEPAD on an advocacy visit to the headquarters of the National Agency for Food and Drug Administration and Control (NAFDAC) in Abuja.

The Director General of NAFDAC, Dr. Paul Orhii, expressed delight with NEPAD's intention to partner with NAFDAC on Food Security Initiatives as well as Health Initiatives, saying the task at hand concerning Food Security is enormous and cannot be accomplished by NAFDAC alone. Dr. Orhii added that NAFDAC would be happy to collaborate with NEPAD Rivers State on on Food Security and Health initiatives in the State in order to safeguard public health, by ensuring that only the right quality of drugs, food and other regulated products are manufactured, imported, exported, advertised, distributed, sold and used in Rivers State.

Representatives from the United Nations Institute for Training and Research (UNITAR) paid a courtesy visit to NEPAD office in Rivers State. The UNITAR team was led by Dr. Larry Boms, head of the UNITAR Port Harcourt Project Office (PHPO). During the visit, the two agencies discussed areas in which they can collaborate to improve the lives of the people of Rivers State.

Dr. Boms indicated UNITAR's interest in partnering with NEPAD in the areas of Youth Development and Good Governance, adding that a programme on Good Governance was organized by UNITAR, targeting all Permanent Secretaries in the Ministry. According to Dr. Boms, UNITAR intends to organize another programme targeting the Parliament soon, in partnership with the NEPAD Rivers State Office.

 

The office of the United Nations Development Programme (UNDP) recently received a delegation from NEPAD Rivers State, led by Dr. Tex Wariboko, the Special Assistant to the Governor and State Coordinator of NEPAD Rivers State.

Speaking in his office, the Chief Technical Adviser of UNDP's Niger Delta Local Development Programme, Mr. Edward Mugabi, expressed his willingness to synergise with NEPAD on Youth Empowerment projects, adding that he'll have to consult the National Planning Commission of UNDP.

 
NEPAD Rivers State is concluding plans to collaborate with the United Nations Environment Programme (UNEP) on upcoming Environment programmes and projects. After a dicussion between the UNEP Project Coordinator, Mr. Firas Abu-Tayeh, and the NEPAD Rivers State Coordinator, Dr. Tex Wariboko, during an advocacy visit to UNEP by NEPAD officials, the two agencies decided to collaborate on the development and execution of an Environmental Awareness Campaign and other existing projects.

In line with its Environmental Action Plan, NEPAD Rivers State, in conjunction with Perisoss Oil & Gas, has trained its first Waste Oil Recycling Engineer. Victor Basil Abia, trained out of New Logic Research in the United States by NEPAD and Perisoss, was also certified as a Petroleum Highway Cargo Tank Specialist after the training period of six (6) weeks. The two oragnizations (NEPAD and Perisoss) have been collaborating on the establishment of the first Waste Oil Recycling Plant in Nigeria.
 

A team from NEPAD Rivers State, led by the State Coordinator, Dr. Tex Wariboko, paid a courtesy visit to the NEPAD Secretariat at Midrand, South Africa. There the team met with the CEO of NEPAD, Dr. Ibrahim Assane Mayaki, who received them well, explaining the structural changes that NEPAD is undergoing at the moment with respect to the upgrading of NEPAD to an implementing agency.

He encouraged the team to continue to keep abreast with information on NEPAD Africa, adding that he was impressed that the team was up to date on the current activities taking place within the organization.

Farmers of Rivers origin who were sent to Ireland for an intensive training session on modern agricultural practices have all returned safely.

The office sent a delegation of twenty (20) farmers of Rivers State origin to the Republic of Ireland on the 12th of December 2009, facilitating an overseas training session in Agriculture, in line with the NEPAD Agriculture Action Plan. The training programme, which was organized in partnership with Kasha International, involved representatives from Local Government Areas and rural communities in intensive training in mechanized Agriculture and processes.

 

The public presentation of Nigeria's Country Review Report by the African Peer Review Panel took place on Thursday the 17th of December, 2009, at the Banquet Hall, State House, Abuja.

Copies of the NEPAD-APRM Country Review Report No. 8 (June 2009 Edition) were distributed to all State Governors and Secretaries to State Governments through the NEPAD State Coordinators.

Upon his return from Abuja, the Special Assistant to the Governor & State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko, presented a copy of the Report to the Secretary to the Rivers State Government, Hon. Magnus Ngei Abe, at the office of the SSG, on the 21st of December, 2009.

 

NEPAD Rivers State organized a sensitization/validation workshop for all her Focal Point Officers (FPOs), Local Government Liaison Officers (LGLOs) and other stakeholders in the State, on the 11th of December 2009. The workshop was on the implementation of the APRM National Programme of Action in Ministries, Departments, Agencies, Local Government Areas and other stakeholders, and was attended by the Secretary to the State Government, Hon. Magnus Abe; the Chief Programmes Director, NEPAD Nigeria, M. M. Yakub; and the Honourable Commissioner for Women Affairs, Barr. Manuela Izunwa, amongst others.

The participants of the workshop were lectured on mainstreaming the APRM National Programme of Action into the budgetary processes of States and Local Governments.

Speaking at the workshop, the Secretary to the Rivers State Government, Hon. Magnus Ngei Abe, expressed delight at the efforts of NEPAD-APRM programmes and called for collaboration with relevant Government Agencies to avoid duplication and waste of government resources.

A training workshop was organized for the LGLOs in the middle of August, 2009.

Members of the Rivers State chapter of the National Children's Parliament recently paid a courtesy visit to the office of the Special Assistant to the Governor and State Coordinator, NEPAD Rivers State, Dr. Tex Wariboko, to solicit for support in the bid for the speedy passage of the Child's Rights act into law.

 
 

As part of NEPAD Agriculture Action Plan, the office is setting up integrated farms in three (3) senatorial districts. The first of these farms is sited in Kpite, Tai Local Government Area in Rivers State, in partnership with Coastal Community Development Initiative.

The Special Adviser to President Umaru Musa Yar'Adua on MDGs, Alhaja (Mrs.) Amina Az-Zubair, recently paid a visit to Port Harcourt on a projects inspection tour. Accompanying her during the inspection was the Special Assistant to the Governor and State Coordinator of NEPAD Rivers State, Dr. Tex Wariboko.

 

 

State Coordinators of NEPAD in all the South-South and South-East States of Nigeria met in Port Harcourt, the Rivers State capital, for a conference on the 9th of October, 2009. During the conference they discussed ways in which they can work together in order to reduce poverty and empower the people of the area.

The coordinators also paid a courtesy visit to the State Governor, Rt. Hon. Chubuike Amaechi, who was represented by the Deputy Governor, Engr. Tele Ikuru. During the visit, Engr. Ikuru pointed out the importance of teamwork and cooperation in raising the standard of living of the people, identifying poverty as a major cause of crime.
